Deputy Public Advocate Named President of CAPS, Inc.

On November 9, 2021, Deputy Public Advocate Ruth Price became the first Delaware representative to be appointed president of the Consumer Advocates of the PJM States, Inc. (CAPS).  Over many years, Ruth has worked tirelessly on behalf of Delaware consumers at PJM, including the Artificial Island case.  She was also instrumental in creating the CAPS organization in 2013.  

The members of CAPS represent over 65 million consumers in 13 PJM States and the District of Columbia.  Members actively engage in the PJM stakeholder process and before the Federal Energy Regulatory Commission (FERC) advocating for reasonable prices for reliable, wholesale electric service.
