Message from Agency Director G. Arthur Padmore

Welcome to the web-site of the Division of the Public Advocate (DPA). The fundamental mission of the DPA is to advocate the lowest reasonable rates for consumers, consistent with the maintenance of adequate utility service and consistent with an equitable distribution of rates among all classes of consumers. We who work in the DPA strive to carry out this mission in a diligent, principled, and compassionate manner.

Delaware Electric Cooperative Members Vote to Opt Out of State Regulatory Supervision

At its recent annual meeting, Delaware Electric Cooperative members have made their decision by vote to remove the Co-op from regulatory supervision of the Delaware Public Service Commission. With member regulation effective August 25, 2006, the Public Service Commission no longer has jurisdiction over Co-op's business. As the result, Co-op's electric rates as well as rules and regulations affecting customer service issues, billing, reliability, etc will be handled by the Co-op management without the PSC oversight. Neither the PSC Staff nor the Public Advocate will be able to help Co-op members with any complaints or concerns about their service and/or billing issues. Co-op members need to contact the Co-op management directly with questions or concerns related to their electric services.
