DIRECTOR'S LETTER

Welcome to the web-site of the Division of the Public Advocate (DPA). We are mandated by state statute (29 Del.C. Section 8716) to represent the interests of Delaware consumers who take utility services from public utilities regulated by the Delaware Public Service Commission (PSC) . We also represent Delaware consumers in any utility proceedings affecting their interests that are appealed from the PSC or otherwise brought before federal regulatory agencies and/or state and federal courts. Although the DPA represents all consumers of regulated utility services, it focuses on residential and small business consumers. The fundamental mission of the DPA is to advocate the lowest reasonable rates for consumers, consistent with the maintenance of adequate utility service and consistent with an equitable distribution of rates among all classes of consumers. We, the DPA's team, strive to carry out this mission in a diligent, principled, and compassionate manner.
