STAFF RESUMES

G. Arthur Padmore – Public Advocate

G. Arthur Padmore is the Public Advocate for the State of Delaware.  The Public Advocate (PA) represents the interests of consumers in proceedings over which the Public Service Commission of Delaware has jurisdiction. Additionally, the PA appears on behalf of utility consumers in state and/or federal courts, administrative and regulatory agencies, and commissions in matters involving rates, service, and practices of public utilities.

Mr. Padmore was nominated by Governor Minner in April 2001 and confirmed by the Delaware State Senate.  Mr. Padmore has been involved in utility regulatory matters since 1986, when he served as Hearing Examiner and Senior Hearing Examiner for the Public Service Commission of Delaware until his appointment as Public Advocate.

Mr. Padmore received his BA in Political Science from Brown University, Providence, Rhode Island.  He also received a law degree from the University of Liberia, Monrovia, Liberia, where he lived until relocating to the United States in 1980.

During his tenure at the Delaware Commission, Mr. Padmore has been a member of the NARUC Subcommittee of Administrative Law Judges and a member of the National Association of Administrative Law Judges. He is also an associate member of the American Bar Association.

Mr. Padmore was recently re-elected to a two-year term on the Executive Committee of the National Association of State Utility Consumer Advocates (NASUCA), and he currently serves, by law, as a Consultant to the Environmental Incentive Fund, a member of the Governor’s Energy Advisory Council, and a member of the Water Supply Coordinating Council.

Michael D. Sheehy – Deputy Public Advocate

Michael D. Sheehy, Deputy Director, has worked in the regulatory arena for over 25 years.  Michael joined the State working for the Public Service Commission first as an analyst and then as Deputy Director.  He was reassigned to the Division of the Public Advocate in July of 2008. 

Prior to State employment he worked for Verizon Delaware (formerly Diamond State) in positions of increasing responsibility including: Rates and Regulatory Matters; Operations; Secretary and Treasurer of the Board of Directors and Chief Financial Officer. 

Michael has a B.S. and an MBA from the University of Delaware, and has also completed a number of courses in the Executive Management Program at Wharton School of Business at the University of Pennsylvania.  Michael has three grown children and three Bernese Mountain dogs and resides with his wife Beth in northern Delaware.

Justin Michael Murphy, Esq. – Utility Analyst

Justin has an extensive background in the energy industry.  He is Principal of American Energy & Utility Consultants, Inc., a company devoted to business development of Energy Management and Energy Efficiency projects.  In addition, American Energy develops Renewable Energy Production Facilities such as Solar Power Farms.

Prior to joining the Public Advocate as an Analyst, Justin provided consulting services for the Advocate’s Office for regulatory matters including Revenue Decoupling and The Regional Greenhouse Gas Initiative.  He is also a participant in the Governor’s Energy Advisory Council.

Justin is a member of the New Jersey Bar and has a Juris Doctorate from Widener University School of Law – Wilmington, DE, and a B.A. in Political Science from Rowan University in NJ.  He also served four years in the United States Navy, enlisting at age 17.

Kishon Williams – Administrative Specialist II/ Consumer Department

Kishon has been with the Public Advocate’s Office since 2003.  During that time she attended Springfield College from January 2005 to December 2007.  Kishon earned a Bachelor of Science in Behavioral Health and is responsible for the following:

  • Responds to inquiries from consumers including complaints against utility companies of Delaware, and functions as mediator between the client and utility company.
  • Conducts in-person and telephone interviews to help resolve client problems regarding utility issues.
  • Develop and maintain contacts with utility contractor representatives.
  • Negotiate payment plans with clients and utility companies to avoid disconnection of utility service, have services restored, and/or investigate complaints by rate-payers.
  • Select outside referrals to outreach agency programs to determine eligibility on behalf of clients for financial assistance.
  • Interpret agency policies and regulations for consumers.
  • Conducts investigations for complaints regarding utility discrepancies on behalf of consumers.
